European stakeholders exhibit considerable variation in how they address vaccination hesitancy and promote COVID-19 vaccination campaigns among healthcare professionals. Key challenges include population hesitance and the communication skills of healthcare providers. To tackle these issues, cross-country initiatives are crucial for sharing knowledge, as seen in the varying vaccine coverage observed during the pandemic.
The consortium involved in this project has conducted research revealing (a) varying levels of success in transmitting vaccination messages to the population, emphasizing the need to enhance stakeholders’ abilities in vaccination promotion, and (b) the complexity of vaccination hesitancy, requiring collaboration across different entities, from healthcare professionals to local governments.
The co-OPERATOR project aims to leverage this evidence by developing and piloting a knowledge hub, virtual observatory, and training system in participating countries. This proof-of-concept initiative will collect, organize, and disseminate knowledge, best practices, and resources related to stakeholders’ strategies for COVID-19 vaccination and beyond. The emphasis is on advancing communication and knowledge skills while addressing systemic barriers and facilitators for promoting vaccination messages to the population.
The project utilizes theoretical frameworks from behavioral sciences, such as COM-B and 7C Models, to map diverse country needs and guide policymakers in focusing their efforts and interventions. A Policy Making Lab will facilitate the translation of evidence into policymaking suggestions, with pilots in five Member States (Belgium, Cyprus, Greece, Italy, and Portugal).
To build survey tools to measure the determinants of vaccine uptake (general population) and of skills for promoting vaccination programmes efficiently (healthcare professionals)
• set of citizen-centred evidence- based, scientifically sound recommendations and advice on how to address low vaccination uptake and to help healthcare professionals communicating more efficiently about vaccines
• To provide a comprehensive assessment of factors underlying low vaccination uptake and healthcare professionals’ barriers and facilitators to communicate vaccination information as well as their distribution among target population groups to inform a citizen-centred approach to promote vaccination uptake
• To design and develop an intuitive and interactive virtual observatory (the co-OPERATOR platform) to foster dissemination, transferability, utilization of project results across the participating member states, the EU/EEA and beyond
• To translate research evidence generated by other WPs into evidence-based recommendations (intervention toolset) by engaging with stakeholders through a Policy Lab to address barriers and knowledge gaps and co-create practical solutions for implementation at regional, national, and European level.
